How to skip a specific section of audio without deleting it and without changing the time/duration

In Adobe Audition that is a tool called "Skip Selection" (https://www.youtube.com/watch?v=EQKpphTCH5Y). Is there any way to do the exact same thing that this tool does but I need to apply this skip multiple times throughout my audio track, without deleting anything, and I need these skips to be permanent edits saved in my file (or is there some sort of similar workaround that can produce the same result)?

To clarify, I need to edit out specific sections of an audio file (by skipping them) without actually deleting anything and without changing the overall duration of the track. Part of the reason that I need the time to not change is that I am working with files such as audiobooks where if I delete anything or if I adjust the speed/duration then I'll have other issues where the timecodes that mark the start of each chapter will be off compared to the table of contents. I have been using both Audition and Premiere Pro so I can use the Speech-to-Text feature but I do not have any video in my project.

I'm new to Adobe apps so hopefully this question makes sense.

Skip Selection doesn't maintain the duration, but rather plays the clip as if the selection was not there.

It sounds like you want to use the Razor Tool to add edits to your audio clip then disable the segments (under the Clip pulldown menu) that you do not want to hear.

So I've tried the Razor tool and have tried disabling the segment which is great. However, it still gives me the issue of a long muted section in the middle of my audio track. When I use the Speed/Duration setting to quickly skip over it and make that muted segment unnoticeable to the listener (by reducing the disabled segment's Duration down to 00;00;00;01), the Time Ruler Numbers on my timeline no longer match up with the waveform as it did originally when I first imported the audio (I somehow need the Time Ruler Numbers to never change as I make my edits). I understand that when I export and listen to the audio, the total duration will be shorter but is there any way to speed up both the muted segment of audio and also speed up the Time Rule Numbers at the same time so that all the remaining audio after the edit still has the same timecode as it did originally?

This is really hard to explain so here's an example:

In this attached screenshot, I need to somehow skip over the disabled segment (either instantly or at least no longer than 00;00;00;01) and after doing that, I still need the audio at the markers before and after the disabled segment to still match the timecodes 00;01;15;02 and 00;01;17;02 respectively.

This is why I said that the "Skip Selection" tool in Adobe Audition would be perfect for my needs if only it could be used to make permanently skipped edits instead of only creating a temporary preview.

Does that make sense at all? If so, is there any chance that anything like that is possible?

If I understand what you are trying to do, it can't be done.

Are you trying to remove part of the timeline and have the timecode reference for that part of the timeline to be removed?

A simplified example:

Original: 1 2 3 4 5 6 7 8 9

Edited: 1 2 3 7 8 9
