How to unblur a license plate[locked]

I was recently rear ended and the person took off.  Would it be possible to get the license plate off the dash cam?  It is very bright.  Video in question...

Even it was possible Adobe has this policy not to engage with such requests.

This doc refers to Phototshop but applies to Premiere as well.

I didn't know that was a policy, but it sorta makes sense.

In this case it don't matter cause it's not possible
