How would I go about starting this project?

Hey, I just recently got into video editing so I'm pretty inexperienced on how to approach this particular project I wanted to start working on.

I'm trying to recreate my own version of the "Shooting Stars" meme (link: Fat man does amazing dive - Shooting Stars - YouTube )

Which tools would I use to crop out an object from a video? Would I have to crop out multiple frames to create the illusion of a looping object?

I would appreciate a basic outline of the steps I need to take to recreate something like the video linked above.
