!!I NEED HELP!! Premiere Pro Broken Rendering/Playback

So I have a YouTube channel so editing is very important to me. I have just now got back into editing and Premiere Pro is still doing the same old stuff and I'm fed up. So whats happening is when I use effects on part of my video the playback will turn red, even when pre-rendering that part. When I finish editing and export, say at some point in my video were I inserted a transition effect the video will ignore all my cuts and it will play that entire file at like 400% speed, the audio will stay normal and the way I cut the video. But when the "sped up part" reaches the end of the file it will og back to normal and the way I cut it. Remember this is after exporting not in premiere pro although sometimes in playback I will see it glitch out. Please if you know any way to fix this please comment/leave an answer below...
