I need help to solve this. I purchase a plug-in from Crumple Pop but I can't use it

I'm getting the following message when I try to load a third-party audio plug-in from Crumple Pop - Echo Remover.

"Unable to load third-party audio plug-ins. Premiere Pro is unable to access your Preferances folder. Your user account may not have access rights, or the folder may have been set to Read Only. Please check your permssions and try again". 

How do I check my permissions?
