I need help with distorted footage after export!

Hello,

 

I have a sequence that is 23.976 fps. I have footage in the sequence that is 59.94 fps. When I interpret the footage as 23.976 fps it puts it in slow motion (which is expected) and if I speed the footage up in my sequences the export comes out all distorted and funky. I have a screenshot attached below showing the distortion. Also, even if I leave the footage at its standard playback speed after making it 23.976 fps it continues to have that issue. Please help what I am missing!

Please post comp specs, Premiere version and build.
Also screenshots of MediaInfo info in Treeview on footage used, sequence settings and export settings.

I can't give any direct help, because I never try to mix video in a project... I always convert before bringing into a project
