I need help with frame rate conversion from 23.98 to 29.97 for PBS.

I have to deliver a doc to PBS at the end of this week and I am running some tests because the film was mastered at 3840x2160 24p but they need it at either 1080i 29.97fps OR at 3840p 29.97. The file types are MPEG-2 Long GOP @ 50 Mbps or DNxHD @ 145 or 220 Mbps. I've taken my ProResHQ export of the film and put it in sequences in Adobe Premiere one a 1080i and the other a 3840p both at 29.97 and did DNxHD exports from both.

For the 1080i, I notice the graphics look interlaced and the effect is more pronounced in Premiere than it is in Quicktime. I'm not sure what to make of that? Are there any better tools I could be using for the conversion? I've also tried bring the graphics (which are AE linked comps) directly into the 29.97 sequence as well as a 4444 export of the graphics and I get pretty much the same effect every time.

Alternatively, and unsurprisingly, the 3840p export looks much better. However, PBS said we can deliver at UHD but they would convert it down to 1080. So I'm worried they will just create the same issues. Any advice would be greatly appreciated.

Where are you monitoring your exported video? Make sure you're viewing it at its native exported frame size. If your monitor or playback software is upscaling the footage, it can also be upscaling the interlacing, which can make the interlacing artifacts appear more pronounced than they actually are.

For 'moire effect' have you tried applying a very small amount of Gaussian Blur to the video to help reduce it?. Not sure if you can, but you might be able to apply a mask and track the graphics so you can apply the Gaussian blur only on that area?
