I repaired my creative cloud app now premiere and AE won't open

I was prompted by adobe to repair my creative cloud app and now apps like premiere and after effects won't open. Other adobes apps that I use like Illustrator and Audition open fine it's just premiere and after effects. I tried uninstalling and reinstalling, using previous versions, running as administrator, etc. 

I even uninstalled and reinstalled the creative cloud desktop app but nothing works. It gets stuck on the loading screen when I try to start premiere and my computer tells me that it's not responding. Thank you for help whoever decides to reply.
