Im importing video at 1080p and when i export it comes out in 480p

Basically ive been making a youtube video and i finally finished, everything was recorded and imported at 1080p but in the preview and when i finally export no matter my export settings or my file sizes it still degrades the footage to 480p. How can i fix this?
