Hi,

I want to know how to use image stabilization on a photo without having to create a new sequence in Premiere Pro CC 2018?

(I would greatly appreciate if a sheet could be sent to me as the manual i got given online did not help me at all.)

Image stabilization in Premiere Pro ... or any other software ... can only work with video footage, not still photos. So ... I hope you mean with a video file?

Stabilization requires video otherwise it wouldn't need stabilization, right? Here are details of the Warp Stabilization effect:
