Import Error: The requested file(s) could not be imported.

Randomly getting this message when trying to import mp4 files. Premiere version 23.2.0. MacOS Ventura 13.2.1. Details are 1080p, H.264, AAC, little over an hour in duration. Media cache drive has plenty of space. Can't import any of the footage I need to use. This happens whether I use the import tab or command+I. Any idea what's going on?
