Importing 30 second MP4 video clips (about 30MB) and the video screen is in the upper left-hand corner, about a tenth of the size of the full screen which is green. Why is it doing this and how do I fix it?

Thanks

Do not count on Windows to be fully up to date when it comes to device drivers
Go to the vendor site to be sure you have an updated driver for your graphic adapter
Also check (copied link) https://www.tomshardware.com/reviews/gpu-hierarchy,4388.html
.
nVidia Driver Downloads https://www.nvidia.com/Download/index.aspx?lang=en-us
-for all Adobe programs use the STUDIO driver, not the GAMING driver
-To achieve the highest level of reliability, Studio Drivers undergo extensive
-testing against multi-app creator workflows and multiple revisions of the top
-creative applications from Adobe to Autodesk and beyond
.
If you have a laptop you MAY also need to check for a laptop specific nVidia driver
-SOME laptops require an approved driver from the laptop company, not nVidia
.

Thanks. I confirmed that my laptop is using the latest nVidia studio driver
but still having the same issue. I think I remember having this issue on my
last laptop too.

Does your laptop required a driver that is approved by the laptop maker?

Dual video problems - Do you have dual graphics adapters?
Go to the Windows Control Panel and select Hardware and Sound and then select Device Manager... In Device manager you click the + sign to the left of Display Adapters... and see if 2 are listed
IF YES, read below

-Use BIOS https://community.adobe.com/t5/Premiere-Pro/quot-could-not-find-any-capable-video-play-modules-quot-error/td-p/4270497 to select a display adapter

Green video is often caused by using old GPU drivers.

If you are using a Nvidia GPU, make sure to download the latest Studio Driver. Avoid the Game Ready Driver.
