Imported preset empty in PR cc 2018

Hello,

I have made a set of simple effect presets that only includes the transform effect. This preset is made in Premiere Pro cc 2018.

Some users report that when they import this preset, also in cc2018 (or 2017 also) they only see the bin, but there are no presets inside. Some other user do not experience any issues. You can download the preset here: https://sellfy.com/p/W7BR/ (click buy and then download, it's free).

Tried so far:

1: Resetting preferences:Rename 12.0 folder to Old_12.0 in
Windows:  C:\Users\UserName\Documents\Adobe\Premiere Pro\12.0
Mac:      Documents > Adobe > Premiere Pro > 12.0

2: Make new project (dont open old) and import the preset.

3. Installed all the open updates in cc panel.

Any suggestions?
