Imported video messed up (green/pink/grayscale) — GPU or Premiere?

I've recently started having this issue and only in Premiere; on imported clips.

They've been showing up with an extreme green/pink tint on them, and I'm not sure what's causing it.

I've got a series of example videos to show.

Warning: The sources I messed with are a bit goofy, seeing as I simply didn't bother to choose a more professional example. My apologies for that.

#1 is the video exported directly from Premiere: 01 Exported - YouTube

#3 is the video being reimported into Premiere, with even more corruption: 03 Re-imported - YouTube

Does anyone know if this is caused by Premiere directly, or something else?

Operating System: Windows 10 Pro, 1709 (16299.309)

CPU: Intel Core i5-7500

GPU: (currently, unable to change for the time being due to financial reasons -- never had issues with this same card, same Pr version) integrated graphics on Intel Core i5-7500

Premiere Pro version: 12.0.1

Will also provide other information if needed. I have reset preferences and all media caches. This just started recently, for seemingly no reason.
