Importer + Source Settings effect, parameters with keyframes

I'm trying to write a synth importer, and I was wondering if it is possible for source settings to have keyframes, and have the importer access to the animated value for each frame.
I want a synth importer that generates noise, and have the scale of the noise keyframable. I tried to make it an effect applied to color matte, but it can't be used in Essential Graphics, I did find out that importers can be used in essential graphics, but I don't know how to get keyframes working.

We've never seen a synthetic importer with a source settings effect. 🙂

Can you describe, from a user's perspective, the entire workflow you're trying to support? [DM me as appropriate]

That's most probably a mogrt keyframed inside After Effects, but when imported into 

Premiere Pro, you have control over properties enabled from After Effects, but no

control over their keyframes in the Essential Graphics panel inside Premiere Pro.

I would rather do all of this inside After Effects, if I got correctly what you mean.
