IN and OUT points messed up when opening 2019 project

This issue has been the same in the 22.6.4 , 23.5 and 23.6 versions of Premiere Pro.

I have to do a small edit for a client on a 2019 project. This would normally take 10-15 mins to do.

But when I open the project (which is and has always been in the same folder since its creation), all the IN and OUT points are messed up.

I didn't find any solution on other threads.
