In and Outs for Encoding seem to be ignored

It seems like when I select in and out for a timeline, PR ignores it and records the full sequence. Am I misunderstanding how that is suppose to work? I thought I totally got that before.

You left the range to entire source.

Also your audio is set to mono. Is that correct?
