In Out points changed by the app and not me!

Can someone help me understand why premiere changes in and out points on a timeline I have set when I open up a project? This is increasingly frustrating as we all depend on those points to be exact! And when premiere pro arbitrarily changes them, it is not only mad making, it also actively harms my workflow. For example, when I go to export/upload a cut to frame. via the app, I have to check and recheck that premiere did not move my in and out points beforehand. 

I do not have WORK AREA checked, so I don't see any reason for the app to move or mess with my set in and out points for any reason whatsoever.
