Increase aspect ratio of a rotated old cell phone video

I have cell phone video from 2012 that was recorded in landscape mode, which of course back then just meant your video was all focacta. I know how to rotate the video in Adobe Premiere, but how do I increase the aspect ratio to get the full video? Is this possible?

Open the sequence setting.

Set Editing mode to Custom

Set height and width to the desired pixels.
