"infinite zoom out" + "snags" arrange window scrolling issue

Scrolling out via mouse wheel (opt+mouse scroll, shift+opt+scroll) gets caught in this infinite zoom out cycle where there is no maximum threshold, so you end up zoomed back in where you started. It will also get snagged, and the mouse wheel refuses to zoom at all at times. I've had this issue on multiple different mouses. The snagging and immobility is less consistent, but the infinite zoom is not.
