Ingest Settings - Transcode - Presets - Need A Recommendation That Works Well On Windows 10

I'm new to Premiere Pro CC 2020 and I have two related questions.

I'm on a Windows 10 machine and I'm learning the ropes with creating transcoded files. When I set the Ingest drop-down menu to Transcode, I don't know what Preset to use. Is there one that is optimal for Windows?

If I'm understanding correctly, the reason to transcode in the first place is to convert the footage to a format that is less likely to cause system performance issues. Of the first half dozen presets in the list, only Match Source H.264 High Bitrate produced a smaller file size than the original. The other choices generated files that ballooned in size compared to the original. How does a larger files size equate to better performance? I would think it would be the opposite.
