Inherited Premiere Project with Proxy Workflow, Cannot Work With Raw

I inherited a Premiere project from an editor that used the workflow of importing the 4k raw into the project and attached to 1080p proxies. 

I am working on a server that does not allow space to copy the full raw contents, so that is not an option to link to raw. If I link to 1080p proxies, the footage is half-size in the frame. Is my only choice to make 4k proxies to avoid this issue?
