Installed extensions "CatDV" but panel will not open in Premiere.

I'm running 23.6.2 and I added the extension CatDV to Premiere. It installed just fine but when I go to select it in the Extensions drop down menu the CatDV Panel doesn't open. I've tried to resart, uninstall and reinstall, and every other trouble shooting I can think of. 

Any advice woud be very helpful!
