Installing Premiere pro cc 2017 in 2021

Hello, I recently had to reformat my workstation and now I can no longer get Premiere pro cc 2017 to launch. It just gives me an error and directs me to a dead link adobe.com/go/applicationmanager. 

The reason I need cc 2017 is because it is the last version of Premiere that has stable functioning captions. I previously made a post and submitted a bug report about captions in cc2021 (paint on, roll on effects do not actually work) but there was no response from the adobe team.

Is it possible to make cc2017 work again?
