Integrate a 16/9 video in a 9/16 format

Hello,

I am looking for a solution to create a video support but I do not find how to do it.

I explain, I have a video format 16/9, I would like to integrate in a 9/16 format but it will always appear in landscape so that the content is displayed above and below the video.

Could someone explain to me how I can do that?
