Intermittent export VST disable glitch

Question

Greetings, when I am using my waves plugins in premiere pro, half of the time premiere is exporting with the plugins disabled. This is very time consuming and I am having to recheck and re-render the same project repeatedly. Thank you for your help!

Here is a screenshot of the issue.  I have rendered the same timeline twice, and the VSTs are only enabled in one of the exports - any assistance is deeply appreciated.  This happens in about 50 percent of my exports:
