Is it possible to create a mini clip or a reference clip from another one?

Hopefully there is a way to do this...

I want to create a mini clip or a reference clip from the in and out points of another, longer clip.

I do fashion videos and the problem I have is that I will have a clip that is 2, 3 minutes long where I will be taking snippets of it, 1 second here, 2 seconds there to use in the final edit. Most of these clips are shot in slow motion, which means there's a lot of "empty spaces" where the model is not moving or is moving very slowly that is no use for me.

So I was wondering if there is a way to mark an in and out points of this long clip and create a shortcut or a reference clip (without having to export it and then import again) from that so that instead of going through the whole clip every time, I can just have a folder with all the "goodies" from that clip?
