Is it possible to decode the PPro Transcript (.prtranscript) files?

This question refers narrowly to the PPro "transcript" option (.prtranscript extension) as opposed to the .text and .csv options.

.ptranscript contains per-word time data (as opposed the others which are per-phrase), so the goal of decoding .prtranscript would be to make use of these more precise timestamps.
