Is Premiere's Ruler Glitchy?

Hi everybody,

 

I resized my comp to 1080x1080, but the ruler on top is telling me otherwise. The render settings and eveything thing seem to look fine, but this is odd.

    It stopped doing it. Not sure. Must've just been a minor glitch in the cache or something.
