The i5 cpu is not the best for Premiere but the real problem is the graphics card with only 1GB of VRAM.

Premiere Pro requires 2GB VRAM and recommends 4 GB-

from Adobe Premiere Pro CC System Requirements

I was told that even though the graphics card is not up to par it will be good enough for editing HD Video is that true? Also If I use an earlier version of premiere it might not require those specs??

Do you know the version you intend to use? If CS5 or CS6, I believe there is a dedicated forum for that software, you could ask there:
