Is there a way to convert 120fps to 60fps footage with motion blur?

I was wondering if in Premiere Pro you could insert 120fps footage, and then apply a sort of a smart blur to the footage to make it look kind of as smooth as 120fps while only being 60fps. If I need more fps to do this than 120, I can go up to 165. If there is a way I would like instructions. Thanks in advance.

Okay, not exactly what I wanted but thanks, I heard something about it called frame resample/downsample, or something like that.

Sony Vegas has some kind of frame sampling thing that is popular amongst video game editors. It's not something that exists in all editing software. I think it was some kind of fix for a way that the software used to do frame sampling and it just so happens to produce a sort of motion blur type of effect. But yeah, it's not in Premiere.
