Is there a way to increase the quitter tones without increasing the loud ones?

I suppose as long as I can equal out the audio that would be a help. No matter what I do I either make everything quiter or louder. I would like to make the quiet sounds louder and the loud tones quiter. I am having issues with the audio, and I would really like some help trying to fix my problem.
