Is vertical tilting possible in Premier Pro CC 2019?

Hi, I have some footage that could do with straightening vertically, if it was a still I would transform vertically in Lightrooms.  Is this possible in Premier?

ii)  Also whilst I am here search for help my footage from my canon 5dmiv is jumpy but not with the canon 5d mii or the smaller camcorder recorders I use. Even with using ingested files.  Any solutions?  This happens on 2 computers I checked to see if it was an individual pc problem.

In the Effects Control Panel, the Motion section, you can change size and position, and of course, rotation data also.

For the jumpy media, use the Warp Stabilizer, but understand ... Warp is a beast demanding much processing work. And works by enlarging the image enough to meet your settings requirements.

So if those are 1920x1080 clips, probably it would be best to work on a 1280x720 sequence with the option set to "scale to sequence" rather than "set to sequence". You have plenty of "room" resolution wise for the resizing needed to still cover the screen when you zoom in slightly to be able to rotate and for Warp to work.
