Issue in updating to Premiere Pro 14.3.1 from Premiere Pro 13.1.5

Our team recently updated to PP 14.3.1 and things looked good until we began opening our templates that were built using PP13.5.1.   Certain video clips went from 24 frame to .10 frames.  Other clips had frame rates from 24.18 to 34.36 and other bizzarre rates.   At random, many video clips lost 1 frame at the end of the clip in the timeline.  

Our computers are up to date on our OS and our graphics card is the Nvidia GeForce 2060 but we have not updated its driver for about 6 to 8 months.   Everything was very stable with the 2019 PP.   We have all moved back to the PP13.5.1 version and all the video clip issues were gone.  We would like to update Premiere at some point.   Any thoughts?
