Issue with Effects

Hi there, 

I am new to Premiere Pro, and as I am learning it, I face an issue when adding on the effect. So I chose a clip and applied Gaussian blur to it. I set the blurriness and video keyframe. However, the video didn't actually blur. Can someone help me with this please? Thanks.
