Issues with Motion Array plugins

I am having trouble getting Motion Array MediaCore .prm files to link with Premiere Pro. I use an installer (MAPluginsInstaller) to link these, which creates a folder with this path: C:\Program Files\Adobe\Common\Plug-ins\7.0\MediaCore

 

After rebooting Premiere, I can’t find these .prm files which should appear in the “Effects” panel.

 

The thing that perplexes me is that I’ve been running these files for years and I’ve linked them many times using this method. Recently, I did a factory reset on my PC and now I can’t get them to link. I have tried getting them to link with the newest version of Premiere and they also don’t link there.

 

I’m currently running Premiere Pro version 23.5.

 

Has anyone ran into this issue before?
