Justify text in premiere pro 2023

Hi! I'm working with  Premiere Pro and I'm trying to add text but in the Effect panel, the Jusfify option is greyed out and I can't clikc on it.

There was another post with the same question on this forum but the answer wasn't helpful to me because I didn't understand it. It said to "create a Text in Box" by "clicking and dragging" but I don't understand what I'm supposed to click and drag. I tried to click and drag the Text tool but all it does is open the drop menu where I can choose between normal text and vertical text. Doesn't let me drag anything anywhere. I'm using the 2023 version btw.
