Keep getting "low on memory" warning (???)

I am on Mac OS High Sierra 10.13.4 with 16g of RAM.

Lately I have been getting "low on memory" warnings. I have to shut down and restart, but it persists.

Do I need more memory or is the recent update to Premiere Pro CC causing this?

Need help because I am stuck and can't work on my project.

OK, I have 11 GB of RAM allocated to Premiere Pro.

You may need to add RAM. Premiere Pro may be using more memory or the operating system or other applications may be using more memory.
