Keyboard shortcut and sync setting problem-Premiere Pro 2023

I have been using a custom keyboard shortcut. And recently they seems not working, which reset to the original keyboard shortcut everytime entering Premiere Pro. Even I reset my own, upload and then download in the sync setting, nothing have change and keep in the original one. Can anybody help to answer what's the problem is it? I'm using MBP M1.
