Keyboard shortcut for clip selection on 2nd layer?

I'm trying to find a way to create a keyboard shortcut to select a clip on the 2nd layer (as per picture below).

From what I can figure you can only select clips across the base layer with 'Command + Up/Down Arrow'?

This is because I would like to write a command for my streamdeck.

Any help would be much appreciated 🙂
