Keyboard shortcut pop up not appearing

I'm on an iMac, running MAC OS 10.14.2, and Premiere Pro CC version 13.0.2 (build 38). And I want to add and customize some keyboard shortcuts. But the keyboard shortcut pop up window will not show up. I've tried both manually selecting it via the menus, as well as the shortcut provided, but still doesn't show up. I also uninstalled all the CC apps on my system, restarted the iMac, then used the Adobe Cleanup tool and ran it for all the CC apps. I then re-installed Premiere Pro CC, and it STILL won't show up!   I have also tried trashing the preferences and plug-in cache files, to no avail.

Any ideas what's going on?  Any help would be greatly appreciated. I had a keyboard shortcut setup for 'render in to out' that I use frequently, and would love to have it back.

it turns out that apparently my preferences file had become corrupt, and even though I had followed the steps to delete it and have PP recreate it, the shortcuts pop up still would not show up. I even uninstalled ALL of the CC apps on my iMac, and re-installed, to no avail.
Finally, I contacted support via the chat feature, and allowed a technician to take over my screen. He then proceeded to install a previous version of PP, rename a few folders, and re-started PP, and viola! It then worked (and has since continued to work) just fine. I have re-loaded the current version of PP, and the shortcuts are still working fine.
Still unsure of what caused the issue, but their tech support was very helpful and efficient, and they fixed it for me.  Might look into contacting them and going that route for your fix!

I just called and they connected to my computer and fixed it, too!  It looks like they renamed some files in the Application Services folder.

I believe this is a macOS issue as I am also running the macOS 10.14.2 beta.

I'm not sure what it could be in PP, I can't duplicate the problem.

Could it be the same issue that is causing your post here to have that funny almost unreadable blue background with white text which I also haven't seen before?

Try a different keyboard, try opening the keyboard shortcut dialog in PS, Lightroom, AE, etc...

I think the weird blue background on my original post was due to copy/pasting from a chat session with the Adobe chat rep - they said they were connecting me to a dedicated team member, but after waiting for almost 30 minutes I asked them to contact me (which hasn't happened yet). I copied/pasted my text from there to this forum post.

In response to your answer, though, I was able to get the keyboard shortcuts window to show up in Photoshop CC and After Effects, just as it's supposed to. But still not in PP.  This is very puzzling!

This is the folder where the shortcuts are saved. Substitute your name for "YOU" below

C:\Users\You\Documents\Adobe\Premiere Pro\13.0\Profile-You\Win

This below will get you most of the way there, copy and paste it into file explorer

%UserProfile%\Documents\Adobe\Premiere Pro\13.0\

If you rename the "Win" folder (Win1 maybe) and start PP, it will recreate the win folder. Maybe your keyboard shortcut file is corrupt?
