Keyboard shortcuts not saving when I reenter the shortcut editor

The issue:

When I try to change a keyboard shortcut, it works great when I'm using it but if I close Premiere or open the keyboard shortcut editor again, the custom shortcut is gone. this only happens with custom shortcuts for some reason.

What I've tried:

• restarted my computer
• restarted premiere
• cleared temp files
• googled arround to see if anyone else has had a similar problem

• checked the permissions of the .kys file and the appdata files and everything has full permission
