Keyboard shortcuts not sticking - Premiere Pro 23.4.0 (Build 56)

I'm on a MacBook Pro 16" 2023 M2 using Premiere Pro 23.4.0 (Build 56). I copied my custom keyboard shortcuts from Premiere Pro 15.0 into this new Premiere. On a daily basis, some of my shortcuts revert to default. They seem to be "Window" related:

(go to) Souree Monitor, Program Monitor, Timelines, Project, Effect Editor

Is this a bug? 

Would the first course of action be for me to rebuild my shortcuts in Premiere 23.4 instead of relying on a copy from 15.0?

    Okay, I made a new keyboard shortcuts setting based on the Avid MC 5 setting, rebuilt all my shortcuts, saved them, closed Premiere, reopened - and all the shortcuts I programmed are gone.
