Keyboard Shortcuts Shuttle Left Not Working

I have a custom keyboard shortcuts file that I've used forever, it originated on Windows but I changed it to Mac and it's worked fine for years, but when I applied it to my new Mac today, it essentially forgot the modifier keys data and combined them all into just pressing the key. I fixed it, went through all of them and made sure there was only one command per keystroke, and everything works... except for J to shuttle left. Shuttle stop and shuttle right both work, but shuttle left doesn't. Not sure why. I've included screengrabs of the keybaord shortcuts menu and the XML file. Any help is appreciated!
