Keyboard Shortcuts Suddenly Not Working

Had to deal with this a few weeks ago and the latest update was supposed to resolve. Previously existing custom shortcuts were lost and re-assigning them didn't stick.
 
Now standard shortcuts like SHIFT-1/2/3/4 for panels just don't work. This really slows me down.

Sorry I don't have the link to the bug and its resolution handy. But I think in the new version,  you had to start with the default PR keyboard set and create your custom version from there.
