Keyboard Shortcuts will not activate indivual mouse tools unless Tools Panel is open first.

Keyboard shortcuts to indivual mouse tools will not activate unless tools panel is open first.  Premiere Pro has never exibited this (inconvenient) behaviour before.

Most of my workspaces don't have the Tools Panel showing.  I don't need it, I use shortcut keys to activate individual tools instead. 

But with the latest update (24.2.1 - Build 2), keyboard shortcuts do not change the mouse tool unless or until I open the Tools Panel.   Once the Tools Panel open, shortcuts to activate tools work normally, even if the Tools Panel is subsequently closed.    No other keyboard shortcuts are effected.
