Keyboard Shortcuts won't work unless Tools Panel is enabled

With the newest update, my keyboard shortcuts do not work within Premiere Pro unless the "Tools" window is active and visible. I know the shortcuts for the tools I mainly use, so I disabled the tools window early in my editing career, around eight years ago. Now, in this most recent update, I have to enable the tools window on my custom workspace so that my shortcuts take effect.

To replicate this issue:

  1. Make a new workspace with the Tools panel closed
  2. Save the workspace / make sure this is the default workspace to show on launch
  3. Restart Premiere
  4. Open a project
  5. Try your shortcuts

I have been able to "enable" my shortcuts by going to another workspace with the Tools panel enabled, or just enabling it on my custom workspace. Going into the keyboard shortcuts menu, saving a new keyboard configuration, or changing the keyboard configuration does not solve the issue.

Known issue:

For now, make toolbox visible, revert to previous version, or  use the beta.
