Keyframes Not Working Correctly on Frame Holds

I added a frame hold to a clip, and the frame hold recognizes the clip's original outpoint. Beyond that original outpoint, keyframes are no longer effective to the frame held clip. So, if I scale from 100% to 150% and the end keyframe is beyond the original outpoint of the clip, then the scaling will stop at whereever it is at when it hits the original outpoint (let's say 135% for our purposes).

If I drag the end keyframe of 150% scale to be earlier than the clip's original outpoint, only then will I get the full scale from 100% to 150%.
