Yes, I agree with Kevin and Neil. In addition, if you don't have a current need for both GPUs, for PP it might be better to remove one and test. Or for sure remove the SLI connection if possible.

Michael and Kevin both have solid comments. I'll add that those two GPUs on SLI is not normally a useful thing in Premiere.

And it will probably only use one of them. Kevin will correct me if I'm wrong, but I think that's another issue.

I read your message and I can understand why you're having trouble. You likely have the wrong CPU for 4K Long GOP video, like H.264 or HEVC. Your ideal codec for editing would be ProRes or ProRes LT. If you transcode on ingest, you should have a normal editing experience afterward. The reason why Xeon CPUs are the wrong ones to pick for H.264/HEVC editing (especially at 4K), is because they do not carry a piece of tech called "Quick Sync." AMD CPUs have similar performance issues. The ones I recommend are any of the latest gen Intel CPUs that are not Xeon. Make sure the CPUs have Quick Sync and you will be in a much better situation regarding performance. I hope the advice helps.

Have you tried a proxy workflow?  It can be a little tricky to get your head around the workflow although recent updates have improved this enormously.  That can speed up the editing process enormously although final fullrez output may not be ideal.   If you have any questions, about the workflow, post back.  

You also don't tell us what the properties of your media files are.  4K is just the pixel dimensions.  Codec, frame rate, etc are also very important.  Some formats are extremely compressed (particularly iphone footage) and transcoding to what's called an all i-frame format (aka a "mezzanine" format) may help a great deal.  Also, sources with multiple audio channels beyond stereo can also cause issues.    And if you are using iphone footage or screen recording media, you may have variable frame rate footage which can cause intermittent and unpredictable problems.   Here's how to diagnose and fix that issue

use mediainfo to determine whether your source is variable or constant frame rate

if it's variable use handbrake to convert to constant frame rate setting the quality slider in the video panel to maximum or use shutter encoder https://www.shutterencoder.com/en/ which allows you to transcode directly to prores or other mezzanine formats, "First choose a video codec.
Then in the "Advanced features" section check the box "Conform by:" and set your frame rate in images/seconds." from ShutterEncoders FAQ. You want to figure out what the original target frame rate of the smartphone or screen recording was and set to that in the conform dialog.
