Laggy timeline header, smooth video preview header

Hi I have a strange problem. When I scrub through the preview window I get nice smooth scrubbing. However with the timeline in particular I get choppy, laggy scrub and refresh. My video is rendered, and it is simply screencapture footage with some audio. Any thoughts on the problem?

CPU: Intel Core i7-6700HQ @ 2.60Ghz

GPU: NVIDIA Quadro M3000M

16Gb RAM

Samsung 950 PRO SSD

Windows 10 Pro

Latest Premiere Pro CC (as of 2017)
